Important City Ordinances

Since the inception of Panorama Village and the subsequent incorporation into a General Law City, there have been over 350 Ordinances written with regard to the operation, upkeep and maintenance of the Community. The vast majority relate to the administration of City business and have no direct affect on the residents of Panorama Village. However, there are a number of Ordinances that do have a direct impact on our residents which each citizen should to be aware of and follow. These Ordinances help to maintain the quality of the Village and the peace and tranquility of our citizens. Listed below are the Ordinances that directly affect the day-to-day life in our Community. They are not meant to be intrusive, but cover those areas that allow the City to run smoothly and efficiently and help to protect the property value and interests of all Panorama residents. A copy of every Ordinance is available for review at City Hall, and personal copies can be obtained for a small copy fee. Presented are the numbers and a short synopsis of each Ordinance. Planning and Zoning Ordinance

2015-3872015-387 Planning & Zoning Ordinance – Building codes and permit requirements for all types of new construction and improvements. Strongly suggest residents check with P&Z  prior to the start of any home renovation.  This is to protect your interest and insure that the contractor or homeowner adheres to established building codes.  Permits are required for fences, sprinkler systems, renovations that include electrical and plumbing work.  Designates location of fences.

99-246 Regulates the review and disposition of sub-standard housing.
99-251 Regulates the deposit of waste and commercial waste into City sewer system.
97-231 City-wide continuous burn ban.
87-168 Federal Flood Plain requirements.
22 Fireworks – prohibits the discharge or sale of fireworks (City sponsors 4th of July fireworks display).

2015-387 Planning and Zoning Ordinance – Building codes and permit requirements for all types

2015-387 Fence Ordinance – Permitting the installation of a decorative black one-strand
chain barrier along the boundary of the golf course lots so as to keep golfers
from driving golf carts through the residential yards.
2011-356 City Parks Rules and Regulations
2005-298 Designates location and size of signs on private and City Property.   Special
rules for political signs.
2005-295 Rules and procedures for the use of the Golf Course. Prohibits non-golf
activities on the course and cart paths.
2015-362 Juvenile Curfew
2005-293 Animal control – directs specific procedures for City license, shots, and control
of household pets. Limits the number of pets per household to four. Leash law
and pooper scooper requirements
2005-289 Prohibits skateboards, roller blades, bikes etc in City drainage easement
(concrete ditches)
2011-359 Regulates traffic; destinates location of stop signs; sets speed zones;
regulates parking.
2009-339 Declaring Junked Vehicles to be a Public Nuisance
2008-280 Limits the parking and storage of recreational vehicles, boats, and trailers
2001-270 Drought contingency plan – establishes the use of water during drought
condictions
2000-256 **Important Ordianance – City-wide Health & Safety Codes – Under directions
from the State code, the City sets the standards for health and safety compliance
for individiual homeowners or home occupants. This includes the
general condition of lots and homes deemed to be unwholesome and to
require the home owners to keep said property free from weeds, rubbish, brush
and other objectionable, unsightly or unsanitary matter.
2009-325 **International Code Council and National Fire Protection Association Code**
adopts various construction codes related to all building, electrical, fire, gas,
fuel, mechanical, plumbing, existing building, energy conservation and
property maintenance.
2009-342 Amendment to the International Property Maintenance Code
1999-246 Regulates the review and disposition of sub-standard housing.
